"EPA 25(b) minimum-risk" is a real federal category. Every active has to come from a short EPA list, every inert ingredient from another, and every ingredient goes on the label. It's the hardest lane to build in, because you can't hide weak formulation behind harsh chemistry. It's the only lane we'll build in.
